Neither aria2c.exe or php.exe are being blocked by a firewall? Failing that friend, I can only suggest waiting to see if others have suggestions.

I think you probably have to wait until @mkuba50 @s1ave77 etc see if they can reproduce your problem and throw any light on this mate.
