You get 17134.1 ISO + separate 48 CU. ISO with integrated CU, not released by MSFT, would be considered homebrew. and not allowed.

Use @s1ave77's UUPDL tool and it will download the 17134.1 UUP files and the CU to a separate folder. No tool will integrate the updates during iso conversion.

There is no 17134.4. Just download the UUP files (or the original MVS iso directly) and the CU + Flash update (or by UUP, only CU is offered on UUP) separately and integrate the updates manually and be done with it.
I wrote wrong, it was 17134.48 The online version only downloads 17134.1 without amendment to 17134.48 and after selecting 17134.1 it should download clean ISO and patch file to 17134.48

This is a UUP converter problem. Are you running Windows 7 or Windows 8.1 on machine that is used to convert UUP to ISO?

You need to have Windows 10 ADK (Deployment Tools feature is enough) installed on Windows 7/Windows 8.1 machine to have UUP converted to ISO correctly.
