It's the final base build for it. The updates are to resolve certain issues between the time it was finalised and release day. Not all bugs are fixed, only those that Microsoft feel necessary before release due to associated required testing, with other fixes to be released later in the monthly CU.
There is never a "final" and always are updates to it on day 1 and every 2nd Tuesday monthly after that for the most part. The only thing is that somebody decides "ok, we'll stop making full builds at this point and make patches for a while"
Yeah, well apparently Elementary is more complicated than some people can understand. We haven't seen the last "If I download 15063 with official tool is it the final version" question for sure.
It installs updates for the same reason that the AU release from last year is still receiving updates - because the RTM (or final) is continually updated with fixes etc after it's built. And no, it won't be different from what becomes available on the 11th (which is already available OFFICIALLY as of the 5th via the MS Upgrade Tool). Installing this will do exactly the same - install 15063.0 and then immediately look for any updates that became available since release, which will change the .0 to .14 or some higher number depending on updates available at that time.
People still can't understand that RTM is always xxxxx.0. Cumulative updates change the last number(15063.14 etc).

Anybody, why is build 15063.13 killing my download speed across wifi? I average 75mbs, installed this damn creator build 24 hrs ago, my average download via various speed checkers dropped to just under 4mb. Couldn't get the damn thing off, so re-installed an earlier version 14xxx.xx back up to 75mb. Maybe it was malware or something else, so installed the Creator edition over the top (15063.13) just to check and it's back down to 2.92MB. not happy
