10563.0 is RTM. Does it mean it is Final for OEMs? Yes ->They will take that build (the same, identical, that Insiders already have in Fast ring right know), and preinstall it on all new devices (PCs, Laptops, 2-in-1s) from now on. On top of that, they will pre-install drivers and all third-party software/bloatware they want, and ship them. Users will be strongly adviced to perform Windows Update and Store apps update immediately after using the new device. Does it mean it is Final for General Users)? NO -> On April users will receive an updated version of RTM that won't be 10563.0 but something like 10563.xxx (similar to what Microsoft is already preparing for mobile -> 10563.2). On top of that, there will be bundled drivers and tweaks even for improving the upgrade process from Anniversary Update (14393.xxx). So, Insiders that are now upgrading using 10563.0 (without cumulative updates or updated drivers or updated Store apps) are still REAL beta testers -> They're still not getting the final consumer experience, that Microsoft is still preparing when the update will be served to everyone via Windows Update on April. Hope this is clear once and for all to everyone...

This is the confirmation. Microsoft is releasing Build 15063 as the RTM/Final of Creators Update. I repeat for all, 15063 IS RTM/Final. Thanks @dsbig

I quite understand your view. Stating the opposite of what most people held on to here doesn't neccessarily mean you are wrong. This is the way it is often like here and you just have to get used to it. People are going to accept what they think it is the right information even when it has no concrete source. Despite saying that Microsoft has not called this Build final and some people don't want to accept that point. Indeed, I get somehow perturbed how some are ready to defend their stand without pointing to irrefutable sources only to follow what has been path Microsoft used in the past which it is gradually distancing itself from. That is the reason I don't really say much about this FINAL thing. I would like to wait until Microsoft called it final rather than speculating based on information collected outside of Redmond or what has been used to define the path to final in the past.
