On clean install, it sometimes works, other times it doesn't. The only way for the start menu to work properly is to upgrade from 14393.
As we're having the same issue, let's compare our specs. Desktop i7-4790k ASUS motherboard GTX970 w/latest WU-provided drivers 4K monitor Wired (only) network connection I don't have a webcam I'm certain there's a requirement that isn't being met. We may need to wait for some official docs from MS about what that requirement is.

Both using DP for monitors? I'm using DL-DVI (1440p 110Hz QNIX) with GTX980 Wouldn't have thought hardware had anything to do with it, all it's doing is changing the colour temp of the display, you could do it manually from NVCP
Pro. I highly doubt DVI vs Displayport has anything to do with it. But who knows? As you say, it doesn't make any sense that such a simple thing should not be available on all hardware configurations.
or use a 3rd party start menu .. That's what use over stranded windows menu plus you have a easy route to control panel ..
Talking about chrome doe's anybody have scroll down problems .. where you have to shut the browser down to regain scrolling again ..?
Chrome browser extension is blocking MS site replies on forum,no need to sign i'm sorry for the confusion. Topic at hand: IMHO,it might be one of those hit or miss Win10 iso's that is greying out those settings.I would try other ISOS. I have installed Win10 on 3 Desktops with similar specs as stated earlier, those settings were not greyed out.
