I've had no problems using MSMG to create the iso and then use rufus to make the usb drive. You could also try to use MSMG to intergrate the .19 update.

It seems that COEM only Works on pcs and notebooks that never had any Windows installed. It's for new pcs, built with new parts.
COEM = Commercial OEM = systembuilder, Only difference is an oem channel ei.cfg, normal client iso's don't have an ei.cfg.
Why for example Win10_1709_English_x32.iso and Win10_OEM_1709_English_x32.iso have the same sha1 93B317C82B69252027E57AA2D18B50825CDF443E whether there is an ei.cfg difference?

Confirmed: This happens when I turn off Let apps run in the background in Windows Settings>Privacy>Background apps. If I keep that on, search works correctly even if I disable Cortana and web results in search, [HKEY_LOCAL_MACHINE\SOFTWARE\Policies\Microsoft\Windows\Windows Search] "AllowCortana"=dword:00000000 "DisableWebSearch"=dword:00000001 And also even if I disable the Windows Search service.
