    I use mine old TechBench dump website locally.

    Enterprise will be available as Insider Preview. The same was with 15063.

    MS have announced that 16299.15 is the RTM version. There is a newer build, yes, which will be supplied as a Cumulative Update - as they've already done with Insiders. There will continue to be newer builds, each of which will be released in the usual way as a Cumulative Update, until support ends for this branch.
