You seem to have a dodgy install. Assuming you didn't chop it. You can run sfc /scannow and restorehealth maybe too, see what they report.
But Enterprise (on first pc) iso modified too for remowe the reserved storage area edit: it was (enterprise) old iso prepared core (home) with UUP and use S-M-R-T WIM EDITION SWITCHER v0.01.24 tool converted to Enterprise and modified to reserved area Second modified iso is en_windows_10_consumer_editions_version_1903_x64_dvd_b980e68c

did you by chance have a sdcard/USB drive inserted? I read that these will cause installation errors if detected.
I integrated all updates and converted install.wim to install.esd. Can you convert boot.wim to boot.esd? Or will it not work?
Guys, any information on the version number of Windows ReFS file system of 1903? It appears the ReFS version is v3.4 from Windows v1803 to v1809 but I could not find any info on v1903.
You need to disable Tamper Protection first from Settings. This is a new “feature” in 1903, at least in its current implementation which may change via updates. After that the Group Policy will take effect.
