    I think they can be uninstalled if the previous patches are still available and not cleaned up with dism or uninstalled from Control Panel.
    For a technical explanation, the post from @abbodi1406 to which @Enthousiast made reference makes perfect sense.

    I have exactly the same problem. Lenoto T440s with latest drivers. I have not seen this before last Windows 1903 update.
