Because after the last QU v1809 mess, MS isn't taking any chance that might lead them to another disaster and criticism, which is a good move IMO.
With each "new version" of windows 10 I understand less than those of Microsoft, it is assumed that this version 1903 is "RTM" sent to Developers vis MSN, however it is still named as an Insider Build for Patches or System Updates

Uninstalling the Microsoft-Windows-SenseClient-Package will cause KB4497936 (cu revision 113) installation error 0x800f0982 due to Microsoft-Windows-SenseClient-onecore-Package (tellib.dll). Edit: Uninstall Microsoft-Windows-SenseClient-Package (full SenseClient) and install Microsoft-Windows-SenseClient-onecore-Package (only tellib.dll) is OK
I have very strange issue. I got this update KB4497936, updated successfully, but my build is stil .53, not .113 as mentioned...
That happened to me as well when I checked for updates and got the whole shabang (.NET, Flash, MSRT, CU, etc). Everything installed, rebooted. Got back to desktop and was still on .86. Weird. I just ran WU again and let it install and all was good. Just a reminder, make sure you don't have any usb hdd's, flash drives, sd cards or any other non fixed disks attached to your system when you update. I had my external hdd plugged in and I noticed the update process was stuck on pending install for some time until I unplugged it.
