I don't know man, have you chopped up your installation? Are the files you are trying to install good? Have you verified their hashes? Is your AV interfering? Try installing them from another drive and not the system root drive. DISM error 2 0x80070002 indicates that the system can't find the specified files.
I was wondering this same exact thing as well but went down the chopp/ed/ing path instead as its scope is much more broad.

Does removing EDGE by NTLite breaks the WU compatibility or any WSUS service? Have you tested that with latest NTLIte version that's compatible with 19H1?
Does not depend on NTLite even removing edge with MSMG toolkit ends up with CU error trough windows update
1. Feature update and CU have the same KB as I see above. 2. New features are exist in Insider Preview builds, but not in Updates.
