What iso did you install (filename + sha-1)?

I've seen tamper protection disabled before, manually enabling it or when the defender platform gets installed, it's enabled again.

I have not yet encountered Defender auto-disable in Win 10 installations.

Is it still disabled? Might be temporarily disabled immediately after install while the definitions are updating. (Not everyone has lightning fast internet).

Does this happen in your second user account? I use the images from here and the defender is always enabled after installation. After that, when I add a non-microsft local user account, the defender will be turned off when I sign-in the for the first time and I turn it on manually..

Your iso is a correct techbench iso:
    Code:
    Name: Win10_1903_V1_BrazilianPortuguese_x64.iso
    Size: 4627955712 bytes (4413 MiB)
    SHA1: 209DDE0C47BE51EAEFBC7466E72C5803DA1A542B
