What iso did you install (filename + sha-1)? I've seen tamper protection disabled before, manually enabling it or when the defender platform gets installed, it's enabled again.
Is it still disabled? Might be temporarily disabled immediately after install while the definitions are updating. (Not everyone has lightning fast internet).

Does this happen in your second user account? I use the images from here and the defender is always enabled after installation. After that, when I add a non-microsft local user account, the defender will be turned off when I sign-in the for the first time and I turn it on manually..
