We get this a lot, but just because something crashes for you in a new build, doesn't mean there's something wrong with the build. Very often graphics, sound, and other components need their drivers updated for a new way the OS handles things. If you're using the default MS drivers and you get those crashes, then you have the right to complain, but you can't use the 3rd party company's drivers and complain about buggy OS. Also you should wait until after the build officially releases because these hw companies often work with MS and release new drivers around the same time the OS comes out. It could also be a problem with other software unrelated to drivers or the OS. I remember chrome needing updates on new OS builds quite a few times.
The concept of rtm is a build that had long time tested with qa which is us I dont think any it manager will want this kind of build already installed on their workstations
RTM does not mean Release To IT Manager it means Release To Manufacturing which was originally just to let PC/Laptop manufacturers get there machines ready for distribution with a new OS which they would only release when it went to GA - General Avialabilty which was when the first patches where out which these days means the first CU - Cummulative Update. No self respecting IT Manager would install a new OS in the first 4 months of Microsoft Releasing it, hence why we have Semi-Annual Channel (used to be called Current Branch for business) which stops feature updates to new builds happenign in the first 4 months as well as Semi-Annual Targetted channel (used to be Current Branch) which is the GA build, the former is for business, the latter being for consumers (end-users) who have to a degree these days become Beta Testers Insider Preview is almost like half way between Alpha and Beta.
Microsoft was under a lot of pressure to get new OS or OS+Update out in a certain time frame. Dell, HP, Lenovo, etc. had to have New OS loaded on PC's and shipped to Stores in time to make the "Back to School Sales" . Missing this time ment $ Millions of dollars in lost sales. If Microsoft missed this then the backup plan was to make it in time for the "Christmas Season Sales" (Thankgiving to Christmas).
