Look like typical OC instability. I'd download prime95 and start testing. Is that 8600 a K or non K? Did you mix the old RAM with the new? Absolutely not do that if you did. What motherboard is that? XMP will require Z370/390 I believe, if you're on lower end chipsets you'll have to set the RAM at lower speed, the BIOS probably did that by itself, make sure to verify timings and also if the RAM is on the motherboard QVL.
CPU is i5 8600 non-K Ram is g.skill tridentz 3200MHZ RGB CL16 Mobo is Asus z370 P-II I think XMP 1 and 2 are unstable on my build. Even when I enable them, the frequency is 2133MHz so I have to manually set it to 3200MHz(dont know if this is intended). When I do not enable XMP and leave it to AUTO and manually set the ram frequency from AUTO to 3200MHz I think it appears to be stable but the CL is CL17 instead of CL16. Edit: I do not use my old RAM Edit 2: I tried your prime95 on 6 threads it was going ok until I got a BSOD. The results.txt says the following Self-test 288K passed! Self-test 288K passed! Self-test 288K passed! Self-test 288K passed! Self-test 288K passed! Self-test 288K passed! (yeah 6 times)
Microsoft says if your on 1903 that, you would get build 12, but yet windows update will only give me build 05... I even created the 13 iso, but upgrade failed and it rolled back, then Windows update says that build 05 update failed.... And nothing about the 13 update....

Yes, I know that. But for some reason, I needed some files from the ISO directly as files from the UUPdump have a different name, & that causes issues to integrate those into the Win ISO.
That's the normal upgrade path for the vast majority of Slow Ring Insiders. 18362.10006 and 18362.10013 being offered to a select minority.
tell that to the complainers trying to upgrade manually probably from posted cu's and delta updates that fail if ms has caught on to do checks that require only insider status although, i doubt that and more to do with other issues as well as driver and firmware levels that ms updates are also checking these days before or during install
