Okay, let me rephrase the question, will there be 1909 ISO or this V2 iso is the only ISO they are releasing which is a 1903 refresh?

I believe that the functions of 1909 are already present in 1903 18362.358-388, only today they can be activated through a preliminary evaluation program by installing cab KB4517245 with a size of 20Kib. When officially 1909 is released, only KB4517245 will come through wu, which will unlock the functions of 1909. 1909 everyone already has on 1903 18362.358-388 who only needs to wait for the release and the functions will be unlocked 1909 without any service packs, 1909 and new functions in a locked form are already on your PC before release.
Yes, the 1909 enablement package unlocks the features and is the only difference between 18362 and 18363, all servicing updates are shared between the two of them.

The uup folder for 18362.387 x64 = 3.16GB when UUP dump is used, on windows itself, using WU, the download folder will be bigger in size. The resulting iso = 4.21GB The difference in size is bacause of UUP files being compressed .esd and .cab files and the ISO has the updates integrated.
