I suppose "netsh rpc add 127.0.0.0" to bind the RPC to localhost doesn't work anymore with this build? Changing this setting gets Windows stuck to a black screen with the loading loop. No error message whatsoever. edit: Safe mode causes the same BSOD (Critical process died) error Windows 8 used to return when changing this setting.

On build 18362.1 I wasn't able to install the cumulative updates .30 via Windows Update, and I installed them through .cab with DISM command. So I was able to use DISM unlike you but unable to update via windows update. There are indeed some stuffs that need to be fixed before May release
Canonical UUP which we use to create clean install ISOs are full files but split into a smaller packages for more convenient downloads. These files without metadata ESD which is created by Microsoft are useless. Metadata ESD as it's name suggests contains metadata and checksums. The other files from UUP set provide files for it. Additionally these files are downloaded directly from Microsoft so it's impossible to alter them. The website is used to create a list of UUP files, because it is not needed to download 100GB worth of ESD and CAB files for every single language and edition to create ISO from desired language and edition. You can simply image the UUP as a split ESD. Canonical UUP is a full Windows image. During the conversion if you use malicious converter the fact that you use full ESD does not prevent your brand new ISO image from being injected with something. Differences between UUP and ESD were already covered by @Krakatoa. Since version 1703 all feature upgrades are provided as UUP. ESDs are provided only for MCT users and pre-1703 installations which do not support UUP.
Is anyone having problems installing Net Framework? I'm trying to do it with the offline installer and the Turn on or off Windows features and it doesn't work. Thanks
