Does 1903 work? What are the specs of the hardware? You can run the QT from here, and post the saved report here, in code tags.
The last iso I flashed via a clean install was 1809, since then I've been using windows update (only commutative updates mainly) so I wanted to do a clean install with the latest iso when that didn't work I reverted back to it, will try the test and report back along with screenshots with my specs

Thank you, it didn't cross my mind that it could be a BIOS issue as I've been flashing windows 10 since it came out without any problems but after trying everything for the past two days (bcdedit, sfc /scannow, DISM commands, resetting/refreshing/advanced startup repair all failed, clean install of an old iso just hoping it will let me flash the lastest Jan iso) updating my BIOS fixed it!! Thank you all for your help and suggestions
