I have the .adml files inside the it-IT directory, I tried copying them but maybe I was wrong, as nothing changed. Could you please tell me how
    fix this ?

I think you are confusing people. While the patch is available to people on the insider rings as well as people who are not joined to insiders, to upgrade to 1903 via Windows Update still requires you to be joined to one of the insider rings.

Yes, it's confusing but the facts are shown.

18362.1 + separate updates now are in all rings except skip ahead, but the feature upgrade is not yet showing on 1809 or earlier final builds WU, but the updates are publicly available for all who installed 18362 :)

Although there are no ISO files for Windows 10 build 18362.53, the update is available immediately through the Slow, Fast, and Release Preview ring. This preview build will download and install automatically on your device, but you can always force the update from Settings > Update & security > Windows Update, and clicking the Check for updates button.

Warning: This is a pre-release version of Windows 10, and it’s not recommended to install on your primary machine. If you’re planning to test this build, make sure to create a backup of your files before proceeding.

Could you give a little more light on what "Reference builds" in UUPDL means?

Thanks but i know how to change this, I already did this.
My question is: why I need to change this to see that build 18362 is in Retail Release Ring?

That's probably the reason why it's already on retail release ring but not showing up for <18362 users, but only available for 18362.1 users for the updates to be publicly available..

Maybe it's obvious but I need to ask just to make sure :)
If I do a clean install of 18362.1, I will get through WU latest CU (.53) and all further CU's without signing to Insider Preview Program?

Cumulative update for 1903 is on retail ring, not the feature update, so if you are from lower builds, you won't get that
