18362 still is an insider builld, if your system will be supported on 1903, msft/the oem will fix whatever is needed to get 1903 on it, as soon as they are ready to.
You're right but I think that there must be a way to trace what kind of app, driver or hardware is causing this error. I can go back and try a clean installation without keeping data, apps, and settings and it will probably install but I'm searching a way to do ti without loosing all.
Had no issue doing this upgrade on a ThinkPad T440S and a ThinkPad 11E 4th gen. Maybe we could know your model? I could then check its drivers on Lenovo's support site and have some ideas. Graphics driver maybe? A BIOS update? Maybe the outstanding issue with some Realtek card readers? Let's see. Let us know your model.
Ok, sorry the BattleEye wasn't the issue, as Enthousiast says, now it's a waiting game... To see if it's another driver/service/app that's blocking your upgrade path I googled and googled, and got lucky with the BattleEye solution -- To other mentioning non issue with BattleEye... From what I can gather BattleEye for Raínbow Six was fixed and doesn't block updating to 1903, but the BattleEye version for PUBG does... Why BattleEye isn't aligned between games I don't know, but essentially it's a developer issue as with most other things blocking the update. For me the BattleEye removal was the solution, it won't be for everyone, but it's basically the only thing I found googling... Anything else seems to be a waiting game...
I should note the C drive was low in space, about 10-15gb free (I had attached an external drive 1tb, so i assumed it used that drive for temp storage)
The Game Devs must update Battleeye, Companys like Ubisoft with R6S they update Battleeye and R6 is working like Charme, no issue, Punkbuster for Bf4 is working, no issue.

19H1 (1903) is due to be released to the Public end of May 2019. 20H1 (2003) is in early Beta and in not due to be released till April 2020. The 19H2 (1909) Beta has not yet started but is due to be released to the Public October 2019.
Guys, tell me where to dig. An old Lenovo ideapad 110-15ACL laptop with 2GB of video, all AMD-shnoy percent A6-7310 with integrated gadfik R4 + discrete R5 M430, 8GB of RAM, and ssd 120GB. A clean installation works fine as soon as I put the amd driver, or a black screen, or an empty workstation and taskbar, and on the “ring” pointer it is spinning. As if it can not load the workstation. I go into Safe Mode, delete the video of firewood using the DDU - and everything is perfectly loaded with the base video driver. (Once through the Safe Mode, the AMD Pci Bus driver rolled back to the native one, and it turned out, it loaded, and more and more it did not work.) I tried to prohibit the installation of the Pci Bus, it does not help. The fact is that all the assemblies before this work fine. Set back 17763, works perfectly.
