I always thought they sign-off when ready and not press the happy sign-off button on a specific date.
yeah i rememeber once when i use first Win 8 And cauze i didn't find any original drivers i was install beta and BSOD starts..

hmmm...if we get a build greater than 166 which could only be 176, 192 or higher and it's not RTM they have a problem.
If we get 192 and that's a big if I would guess there is a problem in 176 and their plans for rtm this week aren't going to happen. If we get 164 then I would thing everything is still on schedule. Now the watch is for 208, if there is one and whether it goes to the RTM lab or not.
There's a 353.40 driver over @ Station-drivers, anyone checked it out? Tried to install it but says that my hardware is not compatible, might be for laptops.
