I assume it's not activated because it only works via KMS for the Enterprise edition. Also, an MS account is not likely to be the first choice for people using the Enterprise edition, it's either domain join, or Azure ID. I successfully installed and KMS activated 10240 - for now. No one knows if there will be an update to the protocol when it hits GA on Aug 1st.
Once you have upgraded you can then do clean installs and it will remain activated, you won't need to do it over the internet.

If i got Daz correct it still needs short net contact to MS Servers to verify data and validate the system.
You don't need a key, all you need is a genuine windows 7 or windows 8.1 already installed and then upgrade it And it will be activated. After you upgraded it the first time you can then clean install to your heart's content and it will still be activated..keys are not part of this.
I think when installed cleanly and displayed activated the system, this will be temporary until they install the commercial version July 29 With ProduKey when done UPGRADE from a previous version of Windows, sample 2 keys or licenses, the previous and the current generic retail if you want to keep the retail license to make the first upgrade which is that information on Microsoft servers, then do clean install and the system is reactivated online
No need a key! Windows 7 Pro SP1 already installed on my pc and then upgrade Windows 10 Pro and it will be activated with a clean install. Job done!
