activation is not tied to the MSA but the machine hardware id.

yes, exactly so if anybody else has the issue and it seems mainly to happen win 7 upgrades just tell them to leave it on and take a nap..it will probably be activated when they come back.

I have other hash value only at "pro n x64"
from the ro-RO (Romanian) files. What could be the reason?

Is there a possibility that an upgrade path means only upgrade for a previous WIn7 o 8.1 version ?
And thus you cant install from scratch on the PC you made the upgrade.
Also from what i understood once it activates Win 10 it ties it to your HWID, but maybe it also specifies somewhere in MS database that its only suitable for upgrade and not clean install, but i kinda dont believe it.

Microsoft servers are working overtime trying to activate everyone that is upgrading. Maybe the 'clean' reinstalls go to the bottom of the queue and wait their turn.

Is there a way to know which one is CLEAN INSTALL and which one is UPGRADE?
Take for example my situation , i had DAZED WIN 7 PRO and i installed on it the WIN 10 ISO from the ESD.
How would it make the difference between installing from scractch from and external DVD or USB , and UPGRADING from an MOUNTED ISO image ?

Does not matter if it's OEM or Retail, upgrade then clean install, need not put keys in on clean install as it got them during upgrade:D

Read the FAQ in your sig and from what i gathered i understood that you have 2 ways for clean install
    1. Using the reset function in windows
    2. Making a recovery drive and boot from it . in the article it says the recovery drive must be an USB, but i guess a DVD should be good to.

What they havent said is if you need to format or not the partition with the win install.

Your ISO contains both upgrade and clean install, upgrade you turn computer on, put disk in, upgrade, clean install, put disk in tray, reboot, and press key when it asks only one time, it will ask every time it reboots but hit no keys until you see Win 10:D

Brainstorm this. Yesterday i got the upgrade and activated it.
After i format and reinstalled from scratch it asked for a key , i pressed "Skip this step". After the install finished it kept asking fro a key and saying that my key was not present of invalid. I entered the Windows 10 KMS Client setup key "that ends in T83GX and as much as i tried it didnt activated. I tried the Reset option but even with that the previous key remained inserted.
