Very strange indeed.

My plan is 50/30, my results bellow and I didn't do anything at all to block telemetry:

That still leaves the blinding white inactive titlebar to deal with.

It is still better than nothing.

 

It could be only caused by sharing Windows Updates, can not think about anything else.
I do not block anything, do not even have a firewall and my connection is calm and stable.

 

Unless you were singled out for persecution by God or MS, Windows 10 was not the cause of the bandwidth issues and the draconian steps you took coincidentally fixed the real issue which you should still be trying to figure out.

With winaero tweaker it's work but only in build 10240 - The active and inactive window title bar with the same color.
It' so beautiful to see it.

Not working in build 10586.
