The OEM Partners Network has had access to 17133.1 for weeks. On the Public side there is the Win 10 Insider & Office Insider Programs. On the OEM side Microsoft sends out Win 10 Builds to OEM's on a regular basis so they can work on Hardware Compatibility, Driver Compatibility etc. OEM's even get special Lab Builds to test certain things that the Public doesn't get.
You are going to have to save Applications & Settings to USB Flash Drive, DVD's or external HDD. Clean Install then add back in your personal Applications & Settings.

There is many cases that Intel 8th gen. laptop CPU are throttling with RS3 ("CPU throttling at xx % by Windows"), even when app throttling is disabled and there is no power limit for CPU (power setting 100 %). I did not install RS4 yet for my new laptop, but hope that it is fixed with RS4
Same. I also had freezes in which I had to suspend the laptop and resume it again to continue working.
That's interesting news for me because I'm interested in Intel CPU history especially the mobile CPU. Not every generation of Intel CPU is good.
I think that 8th gen. laptop CPU are really great ones. Of course, I want i5-8250u (quad core) instead of i5-7200u (dual core) with 15 W TDP, but new thermal limits are more complicated. People also prefer silent cooling and a long battery life. All that makes it difficult for laptop makers, they just can not give it all.
