There are some people think that RTM insider preview and RTM GA are exactly the same. They right. But IP have only home and pro editions. GA has all SKU.
I remember getting cumulative updates in the Fast Ring (presumably a first ZDP), which was definitely made available as a cumulative update not a full new build. It was seen as the first official confirmation that the current build was the final one.
Stop being a stuck record. MS changed the licensing with RS4 builds in general, with Pro and Core being the only real CBS editions, all others are 'virtual'. Any edition higher than Core now is actually an Enterprise install (as shown as CompositionEditionID in registry) with the group policies activated for the respective SKU installed (i.e. Pro, ProWork...). Enterprise or ProWork installs for example can now be upgraded using Professional ISO.
I don't know what's that "CBS editions" and virtual. What I know is what I see when I download new beta version of Windows 10.

Time to make a new topc [DISCUSSION] Windows 10 (1803 RS4) "Spring Update" Final 17133.1) Microsoft Signs Off Windows 10 Redstone 4 RTM Build 17133.1 WINDOWS 10 SPRING CREATORS UPDATE RTM The RTM build of the Windows 10 Spring Creators Update is 17133.1 and it was released to users in the Fast ring on March 27. At that point, Microsoft acknowledged only three different bugs and no issues, meaning that everything performed rather smoothly. The desktop watermark was no longer showing up on the desktop since Windows 10 build 17128. The very same build was published for users in the Slow ring on March 30, but this time Microsoft embraced a gradual rollout in an attempt to prepare for the public launch of Redstone 4, which is also expected to ship in stages. Windows 10 build 17133.1 is being pushed to the Slow ring as “Feature update for Windows 10, version 1803,” which is pretty much the living proof that this particular build is the final version of the Spring Creators Update. As per the Windows Insider program release schedule, the staged release of this build for the Slow ring is projected to end today, while users in the Release Preview ring should receive it shortly after that, in anticipation of the public launch on April 10.
