Seems it depends on an opportunity to create twice big service partition: my 16277.1 system has 488 Mb recovery partition but when I've copied this system on the other partition and then upgraded with 17364 then recovery partition stripped from the Windows partition, took 808 Mb.
rufus is useful if anyone have to use official or custom x64 x86 in one Or any other iso, in which size of single file is more than 4 GB. or for some reason user have to use ntfs usb to boot from uefi. since "most" uefi cant boot from ntfs and fat32 cant hold size of one file more than 4 GB. in such cases rufus uses some method, with that you can boot from ntfs on any uefi (secure boot disabled).
