Nope. Some regions are blocked server-side so HWID activation won't work. Like some East Europe and South America countries. Microsoft would obviously not dare to block Israel People are quick to localize the IoT version, disregarding this fact (I've mentioned it long ago).
You're not quite replicating the scenario. IoT Enterprise LTSC 2021 media (en-US), modded to be localized in xx-xx language via dism / abbodi1406's W10MUI. So IoT Enterprise LTSC 2021 installed from the get-go, not just the soft pkey switch from non IoT. I haven't checked in recent time, but I assure you that was the case when LTSC 2021 launched.

The same version as you have now, so i guess you want the same spanish version of Enterprise 2021 LTSC. Activation by key, KMS_VL_ALL or KMS38, for HWID use MAS, it will switch it to IoT Enterprise 2021 LTSC and HWID activate it.

Can Iot be installed and activated in Canada? I thought I read in the US only. Or can the US Iot iso be activated anywhere? EDIT: Never mind. I'm basing my question on one blog I read and perhaps it just wasn't written concisely.
Officially the IoT Enterprise 2021 LTSC ISO is only released in x64 en-US but all other languages can just be set to IoT from the xx-XX non IoT ISO/Install.
