Yes, I just installed IoT LTSC that comes only as "en-us" and converted it in full Italian (keyboard layout, display language, locales, etc.). EDIT: I just noticed that the edition reported is not IoT anymore, but regular LTSC. I will test again with a new install (I'm on the test rig).
MDL forum does not allow discussion of hwid activation tools is precisely for this reason, some amount of unique info being sent to MS servers during activation process. kms_vl_all will work for LTSC 2021 non IoT version but for IoT version I think it won't work but wait for confirmation from @abbodi1406 . Edit: seems like kms_vl_all will work on IoT version too but by converting it to non-IoT version so no point doing it.
So, to summarize, there will be no official LTSC IoT in any other language than en-us , I'm I right ??
Installed LTSC but i get error in event log about Microsoft.VCLibs.140.00_14.0.30035.0_x64__8wekyb3d8bbwe.Appx not found/installed Enable .net frameowork 3.5 , installed VisualCppRedist_AIO_x86_x64.exe . The problem is stll there. Any idea how to solve this ????

after reading your post, i checked the script KMS_VL_ALL_AIO.cmd and they use the IP 172.16.0.2 only as a default IP for the dummy server. i never noticed the xml file you talked about when the activation is offline with auto-renewal [option 1 in their menu]. Do you know where they put it? edit : that was wiwth v38, an old version, v45 does not have this IP adress at all.
