You seem to have them mixed up. Non-eval can activate just fine. The eval is the one that can't be activated.
Maybe pp03 means enterprise ltsc eval cannot be activated (as eval) the glitch happened before https://forums.mydigitallife.net/posts/1643937/

IoT Enterprise 2021 LTSC is only released as en-US x64. For all other languages and x64 or x86 just switch to IoT Enterprise 2021 LTSC after installing the normal Enterprise 2021 LTSC in your desired language and architecture. Not afaik. Changepk is for "SKU upgrading" (i.e. home > pro and up), for license switching (pro <> enterprise <> education and such) slmgr is used.
