IoT Enterprise 2021 LTSC is only released as en-US x64. For all other languages and x64 or x86 just switch to IoT Enterprise 2021 LTSC after installing the normal Enterprise 2021 LTSC in your desired language and architecture. Not afaik. Changepk is for "SKU upgrading" (i.e. home > pro and up), for license switching (pro <> enterprise <> education and such) slmgr is used.
so there is no solution? ps. enterprise ltsc n 2019 eval has no problem with activation (tested on hyperv) and there is no edge by default, but i don't know how to run it on surface laptop 5 (minimal supported build is 19044). if i'll upgrade to 2021 eval, will activation stay? if yes, then i could try to use native vhd boot for example ps2. i decided to sell my surface laptop 5 (because of minimal supported build) and buy surface laptop 4, because its intel processor supports iot ltsc 2019
