Why does the above link download en-us_windows_server_2022_x64_dvd_620d7eac.iso instead of en-us_windows_10_enterprise_ltsc_2021_x64_dvd_d289cf96.iso? What is this ISO?

Enterprise LTSC never gets updated refresh ISOs, only 2019 LTSC got 2 because MSFT screwed up with the initial 17763.1 release and the second attempt with 17763.106 and finally with 17763.316 they got it right:D

Indeed, bur it integrates well, and it doesn't actually matter if included, does it?

that update was meant as upgrade to Windows 11 during OOBE stage, and you shouldn't be able to upgrade to Windows 11 because Windows 11 LTSC is not released yet
so it's not needed logically and according to MSFT article as well, but yes - it's integratable

I think LTSC to Enterprise is (and was) an officially endorsed path . So no need to wait for LTSC, if you are masochist and want to go to w11.

alright, then we need to test if that OOBE update is working as expected and offers upgrade to Windows 11
