that update was meant as upgrade to Windows 11 during OOBE stage, and you shouldn't be able to upgrade to Windows 11 because Windows 11 LTSC is not released yet so it's not needed logically and according to MSFT article as well, but yes - it's integratable
I think LTSC to Enterprise is (and was) an officially endorsed path . So no need to wait for LTSC, if you are masochist and want to go to w11.

Hello I am using ltsc 2021. For some reason I am facing some problem related to taskbar. It's keep rebooting in loop and I can't access the taskbar along with apps which are pinned too. Is it related to ltsc bug or something else. I am using this version on my old laptop. Can anyone help me this regard? I used to use ltsc 2019 which I never faced any problems. Does 2019 still works?
