You don't need to make 2021 LTSC, which is 19044.xxxx and will stay 19044.xxxx, 19045. Installing the 22H2 EP is not supported on 2021 LTSC and won't bring you anything from 22H2.
If you install Home 19045.X and then you can use dism to convert to Enterprise, IoT Enterprise, Pro, etc. But whats the point?
Probably not ltsc. Just know that "dism /online /Get-TargetEditions" show that you can upgrade to those editions. Really the only upgrades I've ever done are from Home to Pro...
(19045 22H2 won't bring new features of AC to LTSC.) If you don't need Edge, you can modify KB5003791 to install 19045 Enablement of KB5015684, it can be used to disable Edge on IoTEnterpriseS. It is recognized by System (KB5003791), and accepted by Windows Update (19045 22H2 of KB5015684). i.e. official CU. FYI only.

We used kb5003791 as 21h2 Enablement package Then we used kb5015684 to Enablement 22h2 These updates work on Windows 10 ltsc doesn't work either but a friend from the forum made ltsc 22h2 I'm stuck with it too I'm looking for a way to succeed
Most fixes in the Cumulative Update applies to all 1904x variants (2004>22H2) you asked if any 22H2 Preview LCU can be applied for LTSC 21H2, and the answer is yes (regardless if it doesn't fix/enhance a lot) LTSC 21H2 will get most fixes in the next Patch Tuesday security LCU for best practice and stability, just install the security LCU
