If you don't need the latest features of win 10 21H2 i would suggest to install 2016 LTSB. IoT Enterprise 2021 LTSC is the same as normal Enterprise 2021 LTSC. Cortana is deprecated and defender is in all non server SKUs. GVLK for IoT Enterprise 2021 was only added with a recent CU, it didn't exist before. So, if your media used for upgrade is older than the build the GVLK was added, it is, of course, not known to Setup, and you cannot use it. Either create upgrade media containing this CU, or, use the default key from product.ini for upgrade, then install latest CU, then change to the GVLK.
Just upgrade to normal LTSC 2021 you can change key to IoT LTSC after upgrade (and updating if you need KMS activation) there's still some time until 2027-01, using IoT currently is superfluous
