You are right! I generalised by equating KMS with KMS38 w.r.t. KMS-VL-All. Moreover strictly speaking, KMS-VL-All is actually different from KMS_VL_All (hyphen vs underscore). And I actually meant to say KMS_VL_All.

Which doesn’t matter in this case. If it doesn’t support KMS, it also doesn’t support KMS38 and vice versa.
Guys is there a step by step guide about how to get the lastest version of LTSC 2021 for a clean install? I'm about to format soon but I didn't figure it out from the OP also do KMS_VL_ALL still work to activate it? Thanks.
AFAIK only one version of LTSC is released every 2/3 years. To create your language-specific ISO, download the evaluation ISO and apply the desired language-specific SVFSFX patch provided here. Yes, the latest version of KMS_VL_All can activate LTSC 2021.
I upgraded mine but as all knew not activated anymore, I just change the key to LTSC IOT and activate it with Luzeas tool winactivate, all went fine and all setting and apps still intact.
