2021 LTSC has two images, and three SKUs. Image 1 = SKU EnterpriseS + SKU IoTEnterpriseS Image 2 = SKU EnterpriseSN Long in short, each SKU has to use its own key to activate.
If you buy a 2019 LTSC Volume license key, then you can do an in-place upgrade to 2021 LTSC and keep the same license. If you want to do a clean install of 2021 LTSC, you either need to buy a new license or try an activator like abbodi1406's KMS_VL_ALL_AIO.
Yes, I stand corrected. I wouldn't want to violate M$ TOS from my Linux terminal. However, I did perform an in-place upgrade from 2019 LTSC to Enterprise 20H2 last year, and I don't recall entering a key or license in the process. It must have magically happened.
