They install the exact same windows, only the refresh one is updated with the CU to 17763.107 (already superseded by the most current CU 17763.165).
Are most of the bugs of the "older" ISOs fixed in the VLSC ISOs? editiert Note to myself: refresh before quoting someone, lol.

I'm currently on the 2016 LTSB version but I have to do a clean wipe due to some corrupted files. Should I go with 2019 LTSC or keep the 2016 LTSB ?
2016 LTSB is known to be stable version, i have this edition installed on one of my machines and i can confirm it is stable. LTSC, have not tested yet but opinons are mixed about this edition, some say it is stable when others noticed some bugs while using it.
I was in the same boat as you, I went with LTSC 2019 build 17763.1 and updated it via windows update. I will now install the updates provided on here : https://forums.mydigitallife.net/threads/windows-10-hotfix-repository.57050/page-344 Scroll through the lastest pages and find the lastest updates. LTSC 2019, I'm loving it.

As long as you use the correct dism /add-package command, it should not matter if you use ps or cmd, ps is probably a bit slower. That order is OK
