I was thinking of upgrading to ltsc and I actually did to find out Microsoft has created even bigger junk than ltsb 2015 now you can't block or delete some services and pack because of other services or packs you need won't work. There's high possibility Osama Bin Laden haven't died, it was Bill Gates who died and Osama took over his place, windows xp was way better than 10 with all its spying and junk, I'm guessing that's when Bill Gates has passed away somewhere at xp or 7 and then Osama took over Microsoft and he's legally spying on all of us, President Trump should do something about win 10 and Microsoft because of were all tired of being tired of their bulls**t
First thing I do when sorting a new version of Windows (in this case win7 to LTSC 2019) is set up a fast installation through unattended setup and regedit scripts. It seems invariably you need to do reloads with Windows for one reason or another. This would be one of them. There may be a way to convert an eval to a normal version, but probably not worth the trouble. I know there's no tools posted here for it other than to download the non-eval iso and reinstall.
In the past some managed to do it by doing a game of pong with license files, but even those members don't support it anymore.
The Up/Downgrade trick via registry should work. Thing is you apparently need an ISO containing the edition you wanna upgrade to (same language is needed to get the keep all stuff option), in case of a multi-index WIM a ei.cfg specifying the upgrade target edition is mandatory.
