1809 and 1903 have just 4-5 updates, 1 SSU, 1 CU, 1 DotnetCU, 1 Flash update + a DU for setup media. All refresh iso's are baseline 17763.1 / 18362.1 + pre-integrated SSU/CU updates.

It sure does. But that only applies under certain circumstances and only when updating from an earlier build.

Would be interested to see which SKU of 1903 it has downloaded, did you change your current version via reg change or tool?
I have not tried it, but my guess is it will download the normal enterprise edition, as there is no LTSC 1903. and no, this installation is a true LTSC installation from an original LTSB 2016 install media, which has been upgraded to LTSC 2019 via in-place upgrade. no reg changes or tools involved. I have 7 active LTSC 2019 installations and for now, this is the only one of them which offers the feature update to 1903. -andy-
