Download the 17763.316 build of 2019 LTSC here, and format a USB key FAT32 and extract the iso to it's root, done

 

How do I get lithuanian version of Iso?

 

Download the en-US consumer source iso, and the lithuanian consumer and LTSC svf patches and create the lithuanian consumer iso first and next create the lithuanian LTSC iso.
