Yeah! Update KB5003217 from may/20 breaks the Settings App completely! More than that: it also breaks searchs. Maybe something else.

Solution is just to uninstall it as already suggested. Open Control Panel > Uninstall Aplications > select Uninstall Updates > then uninstall KB5003217

I had the problem on 2 machines, one already in production and full of stuff and another with LTSC just installed, completely clean yet. On both the uninstall solved the problem without any visible side effects.

Searching internet/MS Community on 3 different languages I could not find anything about that problem yet. Only mentions are our posts here in MDL!

    Gracias bro, thanks bro

Btw this one stands for spanish-mexico, right?
    (es-mx_windows_10_enterprise_ltsc_2019_x64_dvd_686cdfbe.iso)

    And this stands for spain-spanish?
    es_windows_10_enterprise_ltsc_2019_x64_dvd_44a5b896.iso?

Last question mr Carlos, are these Isos totally patched with their currrent language, and are not trial versions right? I mean I can put into rufus directly and then put a serial or patch with kmspico etc, etc? cheer sorry for my ugly grammar.

I suggest you to use the ventoy.net project, just have a usb key and download the tool from their site with windows10 is really easy.
install ventoy on the stick and then copy the iso above and boot from usb.

My sisters' desktop is also unable to install the latest cumulative update, presumably because Chromium Edge is already installed.
Tweaking the registry to prevent Edge installation via Windows Update did not help, unfortunately.

Some things exist even If you can't see them.

It looks like localized versions are affected only.
I have this problem on 3 different PCs in different places with different history of OS installation and different software.

I'm having an issue with Clipboard User Service. It crashes every time windows is restarted and the first ever copy function is issued.

Windows Restart > Log in > Copy something > Explorer.exe crashes and restarts. After this initial crash the copy/paste functionality is fine. Pressing Win + V also makes it crash. The clipboard app itself never starts or shows. Has anyone run into this and have you fixed it? I tried to disable the clipboard user service and I retain copy/paste functionality, but then I can never paste anything into the windows search or windows start button. Example: Atm I can paste a file address such as C:\Temp directly after hitting the Win key and the explorer will launch the folder, it's useful to me and I want to retain this functionality.

Now the bug is showing up on other places:
https:// docs DOT microsoft DOT com/en-us/answers/questions/408413/kb5003217-os-settings-cannot-be-opened.html

It seems that it happens to all non EN-US languages Windows 10 LTSC, but this one. (EN-GB for instance also breaks....only US is fine)

It seems that besides Settings and Search, it also breaks Printers and RDP.

Do not use USB Hub, plug to PC USB port. Do not (avoid) use SD Card reader, use a real Flash Drive.
Clean format your USB Flash Drive and test its integritry and if not fake with program H2TESTW.
Download VENTOY and install it to your (good) Flash Drive.
Download the ISO Memtest86+, copy it to Flash Drive, boot with Ventoy > Memtest86+ and test your PC RAM.
Copy your Windows ISO to your (good) Flash Drive.
Download https:// genuine-iso-verifier DOT weebly DOT com and test your Windows ISO on your Flash Drive. Is it genuine? Only use it if so.
Only if all above steps are ok, then boot with Ventoy > Windows ISO and install it.
