All of the major General Availability Win10 releases have had a 1 month lull before offering monthly clean tool. I can't speak for the insider builds as I haven't personally tested those for monthly clean tools.

Before I connect to the internet I do this: regedit -> HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\WindowsUpdate\UpdateHandlers -> right click, take permission of "Driver" folder -> double click on DLL and change wuuhext.dll to -wuuhext.dll, restart, done. Now MS wont search for drivers, but still installing plugged in devices.
