Known bug. I have it too and many others. No solution/workaround found during past week. Wait for MS to fix it.

Download an ISO from the repository in the OP or use the media creation tool from Microsoft to create your own ISO. Then use said ISO to run an upgrade from the ISO. It's exactly what WU would do when it downloads the update to your computer.

No I did not say anything about an ESD coversion though. I used Media Creation Tool to make an ISO, then I downloaded another ISO through the site I linked. One thing I noticed was that the Media Creation Tool allowed me to pick Home, Pro, etc. when booting ISO inside VM. The one I downloaded using the link, I am running it in a VM. Says the ISO is good for Home and Pro. Well on installation it didn't even give me a choice lol and just installed home. sneaky sneaky
