The re-offering of CU's after they are already installed/integrated is because of some fod got changed or installed/enabled after, then the latest available CU gets (partially) reinstalled to update the added/changed components.
It was reported as a known issue on the launch on 19041.21vb. So M$ has known about this since day 1 of this build.
Change the tt in http to xx and you can post any link you want, be sure to post an official MSFT link, so it's official.
I just integrated the updates and didn't change/install any FOD. I searched for updates right after installing Windows.
May I know which FOD it is and when? Also, my UWP apps only update after searching for apps' updates on the Microsoft Store app. Is this normal or should they automatically update?
So, if I remove FOD and integrate the latest CU will I still be reoffered the latest CU by WU even though I didn't add FOD but remove it, and if so, why? Also, do you think in this case one should still add the latest CU since it will be reoffered by WU anyway and regardless of that would it take less time to download and install the CU if it was already integrated than if the latest CU wasn't already integrated?
C:\Windows\servicing\Sessions\Sessions.xml list the servicing operations (add/remove/switch) it can be helpful to see if there are any packages added after LCU
