Windows works in mysterious ways, like when windows updates failed because users used a dot instead of a comma or windows notifications do not work, when dns cache service is disabled.
It has been discussed multiple times here. Just use a later 19041 version UUP and set a specific switch in the converter not to include updates. Someone else would be able to tell you the switch or you can go back through the forum posts to find this information yourself.
19041.1 actually doesn't officially exist but you can create it yourself on uup dump, download the latest Cumulative Update version of 1904x.xxx build and either edit convertconfig.ini "addupdates =0" or delete the downloaded updates before the script finishes the initial conversion (best to do it as soon as possible). You also could create the desired 19042.870 ISO directly there.
On a clean format (20H1 with the latest iso) i'm trying to add offline language features such as Handwriting, OCR, TextToSpeech. Dism always fails even using the /LimitAccess and /IgnoreCheck switches. When the pc is online (accidentally found out), these features are installed successfully. Isn't there any way to do this offline? (The complete command used was: dism /Online /Add-Package /PackagePath:"C:\Users\xxx\Desktop\20H1x64\microsoft-windows-languagefeatures-handwriting-en-us-package-amd64.cab" /IgnoreCheck /PreventPending)
