This has been discussed few times before. Here is what you have to know: The dynamic updates are installed on a live system automatically (if configured so) during upgrades to avoid known issues. It is possible to include the dynamic updates on an image used to upgrade the OS and in this case those dynamic updates are no longer required to be downloaded dynamically from Windows Update during the upgrade process. This is mainly the procedure which MDL posts which recommend installing dynamic updates make reference to. On a running system which is not getting upgraded and gets normal updates, the dynamic updates are not required. So dynamic updates have a meaning only during upgrading the OS from one version to another and nowhere else.

with that post you’re basically showing that you have no idea of what you’re talking about. what you are describing with "practically nothing more than a CU" is nothing more than an update that enables features that are already integrated even in Windows 10 2004 (with the newest update) but are disabled. that is because it’s better for everyone, Microsoft and their customers and has nothing to do with "M$ slowly phasing out development of Windows"
Thanks but after installing it, I am on 21H1 but for example I don't see disk management option in Storage settings which supposed to be one of the 21H1 options?

21H1 will go Final any day now & Insiders should start getting 21H2 Builds later this Month or 1st part of June in the Beta_Channel to take the place of 21H1.

Where is the link to the 21H1 EP .MSU file? Maybe I missed it, but all of the links I've seen to the 21H1 EP are to .CAB files and they amount to 26Kb (25,604) instead of the 167Kb you report. Is there a newer 19043 EP? I'm curious about what baggage there might be in the .MSU file. Yes, EPs are like watching MSFT pull rabbits out of there butts. But that's just my opinion and you don't have to pay any attention to it.
