Unless you extract SSU from combined kb5003173, you still need the last standalone SSU KB4598481 first
Spoiler: Do try booting from such consumer media and see if you can install non-existing indexes you can't. the only accepted keys are for existing indexes in the install image. and while under windows, the only accepted keys are for staged editions (as seen in sources\product.ini) - you can't just enter LTSC key and call it a day..
You install Pro and enter the KMS Client Enterprise keys to have an Enterprise KMS Client installation. This is all and very clear and as far as I can tell totally supported and legit. LTSC is a different product.
This is a line in CBS.log Code: Virtual Edition: Microsoft-Windows-EnterpriseEdition will be mapped to: Microsoft-Windows-ProfessionalEdition This is an installation performed from the Business ISO. To me this looks very much like Pro and Enterprise are flavours of the same thing, separated only by the licence represented by the key installed.
You are talking about online license switching, @BAU means booting and entering a key for a non existing sku, that won't work.
Nobody disagrees with that, as said, you can easily/instantly online switch licenses by key between pro-edu-enterprise-profws-pro-education on any (1803 and up) consumer or business install. From home(sl) too (only up, not down) but that would result in an online upgrade.
