KB5004476 is OK, official but not pushed via WU at least from what I can see. So it sits somewhere between the monthly releases and the preview releases. Useful for a very limited number of scenarios as documented and not quite important for most others.
This means it is not offered to all installations. I uninstalled most apps, among them the XBox apps which can be uninstalled with PowerShell. This update seems to address mostly XBox issues which might explain why is not offered. Edit: I see it now. It is offered as Windows 10 Optional and as I learned recently from @abbodi1406 , wumt does not detect the Windows 10 Optional updates. This explains it and has nothing to do with XBox apps.

I read that Win 10 Education doesn't have Cortana (disabled by default). is it so? Does Win 10 Education has Group Policy editor (gpedit.msc)? What is the difference between Windows 10 Education and Pro Education? Does both of them have Group Policy editor?
