Be careful with this update because 19041.1147 and 19041.1149 are the same KB5004296. A lot of people loved 8.1. I'm used the transition to Windows 8 as just an example of where MSFT is capable of taking Windows. My concern is with the Windows 11 hardware requirements and the direction that appears to be taking Windows now. There's plenty of discussion about that in the Window 11 threads, so I don't want to get off topic with Windows 8, 8.1, and 11.

tried two times to install this via the CAB downloaded from up over 19044.1147, no success, anyone successfully updated from 19044.1147 to 1149 with the CAB via DISM?
