IIRC, business version don't ask for a retail product key; it installs a KMS client product key.

Because Windows Update updates have been downloaded and applied, like other versions of Windows. You can download an ISO and then when you update your system, buld will update as well.

I installed LTSC 2021 on a virtualbox yesterday, It is indeed 19044. dism /get-imageinfo of the install.wim shows 19041, dism /get-packages shows the 21H2 Enablement Package is applied to the image already.
