When you meant to integrate the updates in a offline ISO/WIM, then you can use all updates except the oobe and the 22H2 EP update. For both scenarios i would advise to use W10UI, it will do the job properly.
So I installed a new copy of Windows 10 Pro using the latest 22H2 October 2023 updated ISO and to my utter surprise Windows Update downloaded and installed October 2023 Cumulative Update once again despite the update already pre-installed. Can someone tell me why did it happen?
It has been mentioned quite a few times but it is most likely because of a localization or other fod change and then the LCU is re-used to update the changed files.
I've seen this quite a bit on a fresh install. The update won't do anything other than drop its files here : C:\Windows\servicing\LCU. You can even sometimes trigger a re-download of the current LCU if you clear out that folder manually.
